Core financial test
The current Québec Investor Program requires at least CAD 2 million net worth, a CAD 1 million five-year investment and a CAD 200,000 contribution.
Non-financial eligibility matters
Applicants also need qualifying management experience and spoken French at Québec level 7.
There is a real presence requirement
The programme includes a Québec stay requirement after the work-permit stage. This makes it a poor fit for a client who wants a completely passive Plan B with no intention to spend meaningful time in Canada.
Citizenship is later
Canadian citizenship is a separate federal process. The current adult physical-presence rule is generally 1,095 days in Canada during the five years before applying, in addition to other requirements.
