Outcome

Not direct citizenship. Canadian citizenship is a later separate process; the current adult rule generally requires 1,095 days of physical presence in Canada within the five years before applying, alongside other requirements.

Application channel

The investor agreement is made through an authorised financial intermediary; Québec selection is followed by the relevant federal immigration process.

Net worth & experience

At least CAD 2 million net worth and at least two years of qualifying management experience acquired within the five years before application.

Investment & contribution

A CAD 1 million five-year term investment plus a CAD 200,000 financial contribution through a participating financial intermediary. The CAD 1 million is government-guaranteed and repaid without interest.

French & Québec presence

Spoken French at minimum Québec level 7 and a required Québec stay after the work-permit stage.

Family

Eligible spouse/common-law partner and dependent children can be included subject to Québec and federal immigration rules.

Residence / physical presence

Within two years after the work permit is issued, the family must complete at least 12 months in Québec; the principal applicant must personally complete at least six months.

French-language ability, qualifying management experience, net worth and physical presence are material parts of the Québec Investor Program.
